Anyone who studies public administration and management knows Hindy Lauer Schachter, PhD, a professor in NJIT’s School of Management, as the frequent contributor to that field’s premier academic journal--Public Administration Review. In January 2009 Schachter became even better known when she assumed the post of book review editor for that publication. She has twice been elected chair of the American Society for Public Administration's Section for Professional and Organizational Development.
Schachter’s primary research interests are the role of citizen participation in productive public management and the role of gender diversity and feminist management theories on public agency performance--with a particular interest in transportation agency performance. She uses critical and interpretative theory to develop a more politicized and citizen-centered theoretical basis for choosing measures in public performance measurement.
In 2011, Administration and Society published her article on "The New York School of Philanthropy, the Bureau of Municipal Research, and the Trail of the Missing Women; A Public Administration History Detective Story." In 2010, her article "Objective and Subjective Performance Measures: A Note on Terminology" appeared in the same journal. In early 2009, Public Performance and Management Review published Schachter's "Feminist Theory and the Political Dimension of Performance Measurement: A Preliminary Analysis." In 2008, Public Administration Review published "Lillian Borone: Weaving a Web to Revitalize Port Commerce in New York and New Jersey” by Schachter. The previous year the same publication published her work, "Does Frederick Taylor's Ghost Still Haunt the Halls of Government? A Look at the Concept of Governmental Efficiency in Our Time." In 1997, Schachter authored her seminal work: Reinventing Government or Reinventing Ourselves: The Role of Citizen Owners in Making a Better Government (State University of New York Press, 1997).
Schachter received her doctorate from Columbia University.
