Reforming Public Service Delivery, Doctoral Conference

The conference Reforming Public Service Delivery, Doctoral Conference will take place in at the Swiss Graduate School of Public Administration (IDHEAP) of the University of Lausanne, on May 15, 2014 to May 16, 2014. The deadline for paper submission is Mar 15, 2014.

The issue of how effectively to deliver public services to populations is a central issue, and is a main focus on policy debates in the world. However, the public economics literature has, historically, paid very little attention to how public services are delivered. The traditional model centers on the state as the main actor in delivering services and most of the focus has been on setting taxes and public expenditure levels. But it is now widely acknowledged that government failure may be as important as market failure, and that government intervention should not be equated with direct provision by government. Government intervention could entail indirect involvement through partnerships with the private sector. The experience of recent years has often put weight on private alternatives, such as public private partnerships and contracting-out, for services ranging from education, health care and transportation to waste collection and street repair. The twin problems of government and market failure give also space to non-profit organizations.

The Conference aims at stimulating exchanges between advanced PhD/postdoctoral students and established researchers to contribute to the understanding of the problem of effective public service delivery. Both theoretical and applied papers on all topics related to public service delivery issues are welcome, including: accountability, incentives, organization, incomplete contracting, contract design, the role of competition and evaluation, attribution mechanisms, corruption, values and non-monetary motivation.

The conference will include parallel and plenary sessions. All presentations and discussions will be in English. Participants are expected to prepare a 5 minutes discussion on one paper. Participation at this conference will be subject to a selection process on the criteria of the quality of submitted papers.
